The BOEMRE TA&R Program is Requesting White Papers in Regards to Oil and Gas Operations in the US Outer Continental Shelf


The U.S. Department of the Interior, Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) solicits White Papers of not more than five (5) pages in length, for specific areas of interest to the BOEMRE Technology Assessment and Research (TA&R) Program on Safety of Oil and Gas Operations in the US Outer Continental Shelf. When appropriate, the research shall be conducted consistently with prior research. The BOEMRE TA&R Program is requesting white papers to be submitted in accordance with the terms of this announcement. Selected white papers will be requested to submit proposals. Proposals selected for funding by BOEMRE shall receive funding from FY 2011. The BOEMRE anticipates that $7,000,000 may be available for the initiation of new research addressing topics identified through this announcement. BOEMRE anticipates awards resultant to this announcement will be made on a Firm Fixed-Price (FFP) basis.


The topics for the FY 2011 safety research funding should be limited to the following topics:

1. Remotely Operated Vehicle (ROV) Intervention and Capabilities
2. Deepwater Wild Well Control Technology
3. Effect of Hydrogen Sulfide (H2S) and Carbon Dioxide (CO2) in High Pressure (HP) High Temperature (HT) Wells on Tubulars and Cement.
4. Blow Out Preventer (BOP) Maintenance and Inspection for Deepwater Operations
5. Detecting Subsea, Leaking, Abandoned Wells
6. Use of Mechanical Bridge Plugs for Increased Well Abandonment Security
7. Analysis of Current Cementing Procedures
8. Production Verification Enhancement
9. Timeframe for Flushing and Filling Out-of-Service Pipelines Based on Service
RESPONSES/SUBMISSIONS will be accepted ONLY until 2:00 pm, EASTERN TIME on January 24, 2011. If Offerors desire to hand deliver their White Papers, they are advised that the BOEMRE facility is a secure office complex and Offerors SHALL NOT enter the building beyond the lobby.
