RPSEA strives to further develop strong alliances with business, academia, and government, that can provide Research & Development and input into the technical challenges facing the exploration and production of ultra-deep waters and unconventional onshore natural gas reserves. We welcome and encourage interest from Small Business who want to participate in this Program. The following guidelines are provided to assist in this process.
Considerations for Vendor Participation and Solicitation
RPSEA considers different factors when determining who may be eligible for awards under the current Department of Energy (DOE) Prime Contract. RPSEA encourages partnering and teaming arrangements from operators, service companies, small producers, and small businesses.
All competition for contract awards are full and open to any eligible entity. An eligible entity is defined in Section 999 of the Energy Policy Act (EPAct 2005). To receive an award, an entity must either be a United States-owned entity organized under the laws of the United States; or an entity organized under the laws of the United States that has a parent entity organized under the laws of a country that affords-
- to United States-owned entities opportunities comparable to those afforded to any other entity, to participate in any cooperative research venture similar to those authorized under this subtitle;
- to United States-owned entities local investment opportunities comparable to those afforded to any other entity; and
- adequate and effective protection for the intellectual property rights of United States-owned entities.

- Personnel experience
- Resource availability
- Geographic location
- Financial solvency
- Reputation (Industry, government, customers)
- Dependability
- Technology transfer approach
- Cost Share
- Environmental, Health and Safety QA/QC
